Talk:Documentation coordination

I'd like to establish some status categories for the documentation sections. We could complicate this more, but I'd prefer as simple a structure as possible. Here's what I propose:
- Not yet started
- Being edited - major changes in progress
- Being formatted - adding refs, applying 'policy', etc
- Being indexed
- Being reviewed
- Completed - ready for translation
